Rule-Based Automation or AI Agent: How to Choose
Rule-based automation (RPA, Make, Zapier) or an AI agent? A decision checklist for COOs and Heads of Ops on which process goes to which layer.
Every COO I talk to already runs rule-based automation. A Make flow that moves data, an RPA that fills a legacy system, a Zapier that sends notifications.
The question isn’t “AI agent, yes or no”. It’s: which process goes to which layer. Getting that boundary wrong is the fastest way to overpay or automate badly.

The two layers, in one line
Rule-based automation is deterministic: if X, then Y. Perfect for clean, repeatable input. Reconciling a transfer with a matching IBAN. Moving a lead from a form to the CRM. Sending a reminder.
An agent interprets even messy input, decides how to act in context, writes the result back into your systems, and calls a person only when needed. They’re two different tools for two different kinds of work. The point isn’t which is “better”: it’s which process sits on which.
Where rules stop being worth it
Rules break on three things, and those are the three signals that a piece of the process should be moved:
- Unstructured input: an email describing a problem in different words every time, a PDF with a changing layout, a note written in a hurry.
- Exceptions: the edge case nobody foresaw when they wrote the rule. And exceptions multiply over time, until the rule becomes an unmanageable tree of ifs.
- Contextual judgment: understanding what the customer really means, not just what they wrote.
When the team spends more time handling exceptions than standard cases, that tail has stopped being work for rules.
The checklist to assign a process
For each process you’re evaluating, answer in order. It tells you which layer it sits on.
1. Measure, don’t estimate
Not “the team wastes a lot of time”. Time 10-20 real tasks. What the process costs today, by phase. Without this number you can’t decide anything, and you won’t be able to check later whether the call paid off.
2. Compute the share of clean cases
Look at the data. What percentage follows the standard pattern, with structured input? If it’s high (roughly 80%+), that part stays on rules. Full stop. No agent justifies it.
3. Isolate the tail
Exceptions and unstructured input are the agent’s scope. And it’s a tight scope by definition: “classify and route the emails the rules can’t sort”, not “run customer support”. Elastic scope is the number-one cause of failed AI projects.
4. Decide the boundary, don’t move everything
Rules stay where they work. The agent takes only the tail. It’s cheaper this way: you pay for judgment only where judgment is needed.
How it looks in practice
Two examples from our projects, where the boundary was drawn exactly like this.
At Navily moderation and enrichment were made of free text and ambiguous cases no fixed rule covered: that tail moved to an agent, with -70% operational time. The clean flows upstream stayed as regular automations.
At Numeraria, a payroll and accounting firm, the repetitive cases stayed on rules; quotes, hours and reconciliations with variable input went to the agents, giving back roughly half a month to management.
In both cases nobody threw away the existing setup. Only the part rules could no longer handle was moved.
The boundary moves over time
A process doesn’t stay on the same layer forever. As exceptions grow, the share of clean cases drops and the boundary lowers: pieces that were rule work become agent work. That’s why the baseline isn’t a one-off exercise. Re-measure now and then: the equilibrium point shifts.
And when you move the tail to an agent, the team that used to handle those exceptions has to trust the agent and know when to take a case back. That’s why the technical boundary goes hand in hand with AI adoption: without it, the agent sits unused and the ROI never arrives.
