AI Platform for Climate Parcel Management
Climate incentive approval workflows for property owners — multi-stakeholder, spread across separate systems (CRM + Airtable + Bubble + incentive program tools) with no single source of truth.
Context
Rainplan is a US-based climate-tech platform that helps property owners (landowners, commercial building owners, industrial park operators) access government and private incentive programs tied to stormwater management and other climate mitigation projects.
Rainplan’s core value proposition is speed: how quickly a property owner can understand which incentives they qualify for, how much they can receive, and how to move forward — all coordinated across multiple stakeholders (government agencies, technical providers, fund managers).
The real problem
Rainplan’s business has 3 sides with very different needs:
- Property owners want to know fast whether they qualify for an incentive, how much, and on what timeline.
- Service providers (engineering firms, contractors) want to see available work opportunities, submit bids, and get assigned.
- Agencies (local government, fund managers, partners) want to approve or reject projects according to their own rules.
Before Soraia, Rainplan was managing all three sides on separate systems: Bubble for the property owner portal, Airtable as a data “hub,” a separate CRM for providers, and manual integrations stitching everything together. The result: every new deal required parallel data entry, every approval moved through email chains between stakeholders, and every report was built by hand.
Russ Fyfe (Head of Product) and the team chose Soraia as their long-term technology partner to build the unified backbone of the platform.
What Soraia built
Over 18 months, Soraia progressively replaced the fragmented stack with a unified platform:
- Virtual Site Visit (VSV) + Virtual Site Consultation (VSC) — the property owner uploads their parcel coordinates, and the AI agent automatically evaluates eligibility across available incentive programs and proposes an intervention plan.
- Incentive eligibility check — program rules codified and automatically evaluated against every new parcel. What used to be a manual, hours-long process is now instant.
- Procurement board — work opportunities visible to service providers, with structured bidding.
- Hosted program templates — every new agency client can configure their own incentive program rules without requiring dedicated custom development.
- Full migration from Bubble and Airtable (Q1 2025) — the entire data backbone consolidated into Xano with WeWeb as the frontend, delivering greater control, performance, and scalability.
Results
Single source of truth across hundreds of parcels in the system. No more duplicated data scattered across Bubble, Airtable, and the CRM.
WeWeb migration completed in Q1 2025: the portal gained in performance, UI control, and flexibility for new features.
Multi-stakeholder pipeline on autopilot: approval workflows between property owners, providers, and agencies now advance without manual intervention from the Rainplan team — except on cases that genuinely require human judgment.
